2026 In-Depth Research White Paper on Vietnam's Footwear, Apparel, Shoe Machinery, and Shoe Materials Market and Exhibition Viewing Guide
I. Introduction: The ASEAN Hub at the Crossroads of 'Green and Smart Transformation'
The development of Vietnam's footwear and garment industry is a typical industrial migration history interwoven with 'globalization dividends and the fading of those dividends.' From undertaking low-end OEM processing from Taiwan and Hong Kong in the 1990s, to the golden 'China + 1' boom period after 2008 when it took over production capacity shifts from China's coastal regions, Vietnam has firmly established itself as the world's second-largest exporter of footwear and garments after China. Currently, Vietnam is the largest global production base for international sports giants such as Nike and Adidas, handling over 50% of Nike's footwear production capacity and approximately 98% of Adidas's footwear products.
However, looking ahead to 2026, Vietnam's footwear and garment manufacturing industry is at a critical crossroads, transitioning from 'scale expansion' to 'high-quality transformation.' The overall industry presents a composite reality of 'export volume at its peak, while internal cost and compliance pressures are also at their peak.' An in-depth analysis of the market's evolution, current pain points, and laws and regulations is the strategic cornerstone for assessing the future direction of the footwear and garment supply chain in Vietnam and the broader ASEAN region.
II. Development History and Current Structural Contradictions of Vietnam's Footwear and Garment Industry
1. Three Key Stages of Industry Development History
1) Embryonic and Undertaking Period (1990s–2007): Following Vietnam's Doi Moi reforms and WTO accession, extremely low labor costs attracted significant footwear and garment capital from Taiwan, Hong Kong, South Korea, and other regions, primarily focusing on the simplest CMT (cut-make-trim) low-end OEM processing.
2) Golden Boom Period (2008–2018): China's industrial structure transformation led to rising labor costs, prompting international brands to implement the 'China + 1' strategy, relocating production capacity to Vietnam on a large scale. Leveraging its demographic dividend and coastal logistics advantages, Vietnam rapidly grew into a core hub of the global supply chain.
3) Turbulence and Transformation Period (2019 to Present): The successive entry into force of multiple free trade agreements (FTAs) has brought tariff dividends, leading the industry to expect unlimited expansion. However, emerging issues such as labor shortages, green inflation in Europe and the U.S., and supply chain rules-of-origin compliance have forced the industry to abandon the rough growth model of "pure manual labor" and transition toward smart manufacturing and self-owned supply chains.
2. Core Current Situation and Three Major Structural Pain Points
Although the current Vietnamese footwear and apparel market maintains strong export volumes and steadily advances toward the government's set target of $108 billion in exports by 2030, it is internally facing a deep-seated misalignment:
1) The demographic dividend is facing a 'double squeeze': As Vietnam raises its minimum wage standards annually, its pure labor cost advantage over regional competitors such as Bangladesh and Cambodia is no longer significant. In addition, with the boom in the electronics industry and the service sector, the younger generation of workers is increasingly 'fleeing traditional factories', leaving large footwear and apparel manufacturers facing chronic recruitment difficulties and high employee turnover rates.
2) The 'OEM trap' of heavy reliance on imported raw materials: Vietnam has extremely strong capabilities in the downstream 'sewing and assembly' stages, but is very weak in the upstream stages of 'spinning, weaving, high-end dyeing and finishing, and development of new shoe materials'. More than 35% of its footwear and apparel raw materials rely on imports from China, making it highly vulnerable to disruptions from international logistics and trade policy fluctuations.
3) Forced by green trade barriers in the international market: In recent years, major Western buyers such as the EU have implemented stringent carbon tariffs and supply chain due diligence legislation. If factories cannot provide traceable environmentally friendly raw materials (such as GRS/GOTS certification) or fail to meet ESG standards, they will be directly removed from the supplier lists of multinational brands.
III. Core Logic of Vietnam's Tariff Policies and Laws and Regulations
The logic of Vietnam's laws and tariff policies can be summarized as: 'Full tax exemption for exports, reliance on agreements for imports, strict compliance in production, and high traceability of origin'.
1. Tariff Funnel and Zero-Tariff Dividend
1) Export tariffs: Vietnam imposes a 0% export tariff on the vast majority of finished footwear, garments, and textiles.
2) Duty exemption for inward processing: The law stipulates that raw materials, fabrics, and auxiliary materials imported specifically for 'producing export products', or those belonging to export processing enterprises (EPEs), are exempt from import duties and import value-added tax (VAT).
3) Exemption for fixed assets: According to Vietnam's Law on Investment, production machinery, equipment, and molds imported as fixed assets for footwear and apparel upgrading projects that are encouraged by the state for investment are all exempt from import duties.
2. The Fatal "Rules of Origin" Barrier
To enjoy the zero-tariff dividends of new-generation free trade agreements such as CPTPP and EVFTA, enterprises must clear extremely high rules-of-origin thresholds:
1) EVFTA "From Weaving" Rule: For garments exported to the EU, the weaving, cutting, and sewing of fabrics must be carried out in Vietnam or in countries with which the EU has free trade agreements. Directly using Chinese fabrics without special treatment and sewing them in Vietnam will not qualify for tariff exemption.
2) CPTPP "Yarn Forward" Rule: Requires that the spinning stage and all subsequent stages be carried out within member countries of the agreement.
3. Legal "Chokeholds" on Labor and Environmental Protection
1) Labor Law Restrictions: The law imposes strict controls on overtime limits for workers (no more than 40 hours per month, and no more than 300 hours per year in specific industries). Employers are also required to bear approximately 21.5% in mandatory social insurance contributions, meaning the pure manual labor cost dividend is forcibly diluted by law.
2) Environmental Protection Law Tightening: As textile dyeing and printing are highly polluting industries, Vietnam imposes nearly stringent environmental impact assessment (EIA) requirements on the approval of new dyeing, printing, and leather tanning factories. Most provinces have explicitly refused to introduce low-end dyeing and printing projects.
IV. Expansion Strategies for Chinese Shoe Machinery, Shoe Materials, and Chemical Manufacturers
Based on the "structural mismatch between supply and demand" in Vietnam's footwear and apparel manufacturing industry (factories are extremely short of high-end green fabrics and accessories and eco-friendly chemical dyes, and are extremely eager for intelligent, automated equipment that can replace manual labor), relevant Chinese enterprises should abandon the previous low-price competition mindset and implement the following expansion paths:
1. Shoe Machinery/Machinery Manufacturers: Focus on "Labor Reduction, Efficiency Improvement, and Green Development"
1) Product positioning: Precisely target pain points. For garment machinery, promote AI fully automatic sewing units, fully automatic hanging systems, and visual fully automatic cutting machines; for shoe machinery, promote computerized flat knitting shoe upper machines, fully automatic glue spraying machines, and supercritical physical foaming molding machines. Equipment that helps factories reduce labor and energy consumption is most popular.
2) Overseas layout: Must implement 'equipment + after-sales localization' positioning. Establish a localized service center in Vietnam's shoe industry heartland or partner with local agents, offering a commitment of 'on-site repair within 24 hours'.
2. Shoe materials and chemicals (dyeing/chemical/polymer) enterprises: Focus on 'international green compliance'
1) Product positioning: All dyes, auxiliaries, water-based adhesives, and foaming agents exported to Vietnam must pass international green thresholds and obtain certifications recognized by major brands (such as ZDHC, OEKO-TEX, Bluesign, GRS). Promote water-based eco-friendly adhesives, fluorine-free waterproofing agents, and bio-based foaming raw materials.
2) Supply chain flexibility: Consider conducting final mixing, processing, or repackaging locally in Vietnam (or through RCEP member countries), and set up overseas 'forward warehouses' to achieve delivery to workshops within 24 hours of order placement, solving the pain point of long international logistics cycles.
3. Implementation method: 'Domestic headquarters offensive + Vietnam factory implementation'
The procurement decision-making power and technical standard-setting authority of Vietnam's largest shoe and garment manufacturers usually reside in their headquarters in mainland China or Taiwan, China. Chinese enterprises should implement a dual-track sales approach of 'domestic headquarters offensive to gain access, Vietnam branch cooperation for delivery testing'.

VI. Geographic Distribution of Vietnam's Core Shoe and Garment Manufacturing Provinces and Industrial Chain Clusters
Based on the factory site selections of the Top 100 overseas expansion giants mentioned above, Vietnam's shoe, garment, and shoe material industrial chain has formed two distinct core industrial clusters in the north and south, characterized by "shoes in the south, garments in the north; scale in the south, cost in the north."
1. Southern Industrial Cluster: The Stronghold of Global Shoemaking and High-End Chemical Fiber
Centered on Ho Chi Minh City, radiating outward to Binh Duong Province, Dong Nai Province, Long An Province, and Tay Ninh Province. This is Vietnam's earliest-established, largest-scale, and most complete shoe and garment base in terms of supply chain.
1) Binh Duong Province and Dong Nai Province (Core for Shoemaking and Shoe Material Chemicals): This area is home to super shoe factories with tens of thousands of employees (such as Pou Chen and Feng Tay), and has also attracted Chinese shoe material and polymer chemical giants such as Taiya股份, Huide Technology, Comens New Materials, and Anli股份 to establish plants. This region has a strong localized procurement demand for water-based eco-friendly adhesives, polymer foaming raw materials, fully automatic spraying machines, and sole molding equipment.
2) Tay Ninh Province and Long An Province (Core for High-End Melange Yarn and Knitted Fabric): This region has larger land reserves compared to the southern core area and is the super base location for Chinese fabric and spinning giants such as Shenzhou International, Birlon, Huafu Fashion, and Luthai Textile. A large number of package dyeing lines, highly automated weaving mills, and dyeing and finishing workshops are concentrated here.
2. Northern Industrial Cluster: The Rising Star of Garment OEM and Small-Batch, Quick-Response Production
Centered on Hanoi City, radiating outward to Quang Ninh Province, Bac Giang Province, Haiphong City, Thanh Hoa Province, and Ninh Binh Province. In recent years, due to the increasing saturation of land and labor in the south, a large number of Chinese enterprises have accelerated their establishment in the north.
1) Quang Ninh Province and Bac Giang Province (Core for Cotton Spinning and Bulk Garments): Adjacent to Guangxi, China, with extremely fast land logistics. Texhong International has built a massive Hai Ha Industrial Park here both online and offline, and Crystal International and Kailong股份 have also established large-scale garment and luggage manufacturing lines in this area.
2) Haiphong City and Thanh Hoa/Ninh Binh Provinces (New Forces in Specialty Knitting and Footwear): Jiansheng Group has established its globally core sock and seamless underwear intelligent digital workshop in Haiphong; while Huali Group has poured nearly all of its core multi-billion-yuan shoemaking capacity into Thanh Hoa Province and Ninh Binh Province. As the factories in this region are relatively new, it is currently in a boom period for equipment upgrades such as AI fully automatic sewing, automatic hanging systems, and intelligent three-dimensional warehousing.
7. Procurement Demand Breakdown of Equipment and Raw Material Supply Chains for Core Major Factories by Subcategory
For the two largest sub-segments in the list, the directions of workshop technology upgrades and compliant raw material procurement differ significantly:
1. High-grade fabric and dyeing & finishing major factories (e.g., Shenzhou, BROS, Tiansheng, Pacific Textiles, Fuchun)
1) Rigid equipment procurement needs: Intelligent digital color matching and measurement systems and automatic weighing and dosing systems to reduce manual dosing errors and improve one-time dyeing success rate; low liquor ratio, low energy consumption airflow/jet dyeing machines, as Vietnam has extremely strict legal requirements on discharge and reuse rates of printing and dyeing wastewater, factories urgently need green dyeing and finishing equipment that significantly saves water and electricity; fully automatic package yarn/fabric digital printing and dyeing equipment to cope with the increasing personalized, small-batch, fast-delivery orders from international brands.
2) Rigid raw material and chemical procurement needs: Dyes and auxiliaries that must pass ZDHC (Zero Discharge of Hazardous Chemicals) MRSL compliance certification or OEKO-TEX certification; recycled polyester filament and bio-based modified fibers compliant with GRS (Global Recycled Standard) to meet EU and US rules of origin for apparel and environmental label requirements.
2. Sports footwear and polymer shoe material major factories (e.g., Huali, Pou Chen, Feng Tay, Taiya, Anli)
1) Rigid equipment procurement needs: AI vision fully automatic cutting machines and fully automatic sewing machines to replace traditional manual marking and manual pattern nesting, directly solving the pain point of sewing worker shortage; fully automatic water-free washing intelligent spray gluing production lines, which, combined with robotic arms and visual tracking, replace highly polluting and labor-intensive traditional manual brush gluing positions; supercritical physical foaming molding machines to eliminate traditional chemical foaming that generates harmful VOCs gases, which is the green sole manufacturing process designated and promoted by major international brands.
2) Raw materials and chemical procurement rigid demand: fully replace traditional solvent-based adhesives with high-end water-based/hot-melt shoe adhesives; lightweight, high-elasticity functional shoe sole resins (E-TPU / modified EVA) that balance extreme sports protection performance with low-carbon emission reduction indicators; ecological solvent-free and fluorine-free PU synthetic leather and microfiber leather directly supplied to international shoe factories as upper materials, which must pass extremely stringent restricted hazardous substance thresholds.
