II. Guide for Overseas Exhibitors Applying for Exhibition Participation (ASEAN 10 countries, China Hong Kong, Macao, Taiwan, India, Bangladesh, Japan, South Korea footwear/apparel and footwear machinery exhibitors)

2.1 Official registration channels (choose one of three)

2.2 Basic application process (unified process for all regions)

1. Intent submission: Fill in the official English exhibition application form, stating the enterprise's full English name, country/region, main products, intended booth type (9㎡ standard booth / 36㎡ and above raw space special decoration), opening requirements, and contact information. You can directly contact Wendy to submit materials for pre-review.
2. Qualification review: The organizer reviews the industry attributes of the enterprise. Only manufacturing/trading enterprises related to footwear and apparel, textiles, shoe machinery, and new materials are accepted. Pure traders need to provide brand agency authorization documents.
3. Booth confirmation: After approval, the contact person will issue a booth confirmation letter and an official exhibition contract.
4. Payment to lock the booth: After signing the contract, pay a 50% booth deposit. The balance must be settled 60 days before the exhibition opens. Booths will not be reserved if the full payment is not received.
5. Exhibitor backend activation: Activate the exclusive overseas exhibitor backend to submit show catalog materials, fascia text, electricity applications, and special decoration construction reports.

2.3 Key Considerations for Exhibitors from Different Regions

Exhibitors from 10 ASEAN countries

1. You can register for the exhibition with your local English business registration certificate, making the review process simpler;
2. Enterprises from Myanmar and Laos are advised to make early arrangements, allowing sufficient time for visa and booth setup reporting;
3. Enterprises in the RCEP region can use ATA carnets to simplify customs clearance for exhibits;
4. For exhibits such as chemicals, shoe materials, and dyes from Malaysia and Indonesia, be sure to prepare MSDS safety data sheets in advance.

Exhibitors from Hong Kong, Macao, and Taiwan (China)

1. Submit the business registration certificate and English company registration documents;
2. Hong Kong and Macao personnel should hold the Mainland Travel Permit for Hong Kong and Macao Residents plus a Vietnam visa; Taiwan compatriots can use the Taiwan Compatriot Permit or passport for business entry procedures;

Exhibitors from India and Bangladesh

1. All company qualifications and product information must be provided in English and submitted for preliminary review uniformly.
2. Business visa processing takes a considerable amount of time. It is recommended to contact the liaison at least 2 months in advance to apply for the official invitation letter.
3. Exhibitors of textile fabrics and accessories should self-check intellectual property rights in advance to avoid infringement disputes.
4. Large textile machinery equipment must submit the Form-S equipment survey form in advance to complete the SECC venue load-bearing review.

Exhibitors from Japan and South Korea

1. Submit the company registration certificate and its official English translation to complete the exhibitor qualification filing;
2. Japanese and South Korean passport holders can enter Vietnam visa-free for 45 days. No additional visa is required for business exhibition participation;
3. Overseas special booth construction must be entrusted to a local Vietnamese agent, and drawings must be submitted to the SECC venue for approval 20 days in advance.

2.4 List of Required Materials for Overseas Exhibitor Registration

4. Exhibitors using non-self-owned brands must provide the brand's official authorization letter;

6. List of exhibitor personnel (name, passport number, position) for issuing visa invitation letters.

2.5 Important Reminders for Overseas Exhibitors

1. 展会楣板、官方会刊统一使用英文展示,需小语种备注可提前告知对接人;
2. The minimum area for raw space special decoration booths is 36 m². Entry for construction is strictly prohibited without submitting the approved drawings;
3. All exhibits must strictly follow the customs clearance rules in this guide when entering and leaving the country, and it is recommended to use officially partnered logistics;
4. Overseas registered enterprises without a domestic entity in China cannot apply for domestic exhibition subsidies. If they have a subsidiary in China, the domestic entity can apply on their behalf.

III. Transportation Guide

SECC Exhibition Center is located in Phu My Hung New Urban Area, District 7, Ho Chi Minh City.
1. Airport commute: Tan Son Nhat International Airport SGN → SECC Exhibition Center, approximately 15 km, 30-45 minutes commute (subject to traffic congestion)
1) Ride-hailing GrabCar: Highly recommended. Link an international credit card, search for SECC, cost approximately 8-12 USD, safe and controllable.
2) Traditional taxis: Only choose
Mai Linh (emerald green) and Vinasun (white body with red and green stripes). Ensure the meter is used and refuse unlicensed airport taxis without meters.
1. Public buses: Routes 34 / 68 / 102 / 139 can reach stops near the exhibition center, suitable for local people, not recommended for foreign visitors.
2. Security reminder: Ho Chi Minh City has incidents of motorbike snatching. When walking on the street, do not keep your phone or backpack facing the road. Safeguard business cards, official seals, and contract documents in the badge replacement area of the exhibition center.

IV. Visa Guide

General mandatory requirements: Passport validity must exceed 6 months, with at least 2 blank visa pages.
1. Business visitors from Mainland China, India, Bangladesh, and Sri Lanka: They may apply for Vietnam's official single-entry e-Visa, with a processing fee of approximately USD 25 and approval taking 3-5 working days. If a business visa with sticker (DN visa) is required, a Form-P application for the official invitation letter approval must be submitted before September 12.
2. Business visitors from Hong Kong, China and Taiwan, China: They should use the E-Visa electronic visa channel, with visa issuance taking approximately 4 working days.
3. Business visitors from ASEAN countries: Mutual visa exemption for ordinary passports, with a stay of 14-30 days and no extension permitted within the territory.

October is the end of the rainy season in Ho Chi Minh City, with high temperature and humidity, and frequent short afternoon showers.
1. Temperature: Daily average 24-31°C, humidity 82%-87%, feeling hot and humid.
2. Monthly precipitation is about 260-280mm, with 18-22 rainy days per month, mostly sudden afternoon showers.
3. Travel advice: Wear breathable business formal attire; shorts and sandals are prohibited. Carry a foldable umbrella or lightweight raincoat; keep drinking water to prevent heatstroke; bring a light jacket as the exhibition center has strong air conditioning.

8. Product Customs Clearance Guide in Vietnam (Entry and Exit)

Designated logistics service provider: International Exhibition Transport - Gejia Exhibition Transport Co., Ltd.; Vietnam local customs ground handling: ASIA EXPO LOGISTICS (AEL); Exhibition goods supervision code: 2700 (temporary entry/exit exhibition goods), used only for exhibition display, temporarily exempt from import taxes and fees.

8.1 Entry of Exhibition Goods (Into the Venue)

1) Large cargo exhibits (sea/air freight)

1. Required documents: Commercial invoice, packing list, bill of lading, booth confirmation letter; the invoice must indicate
2. Sample Only (for display only, not for sale), declare value truthfully, and under-declaration is prohibited.
3. Large machinery and equipment must submit the "Form-S Machine Exhibition Survey Form" to SECC on schedule to complete the venue load-bearing safety review.
4. Chemical products (glue, additives) must be accompanied by an MSDS Material Safety Data Sheet.
5. Used machinery and equipment: In accordance with Vietnam's Decision No. 18/2019/QD-TTg,
used machinery over 10 years old is prohibited from import; equipment under 10 years old may only be exhibited temporarily and must be re-exported after the exhibition, and may not be sold on site.
1. It is prohibited to bring industrial air compressors into the venue by yourself; the air supply for equipment must be uniformly rented from the exhibition hall.

2) Carry-on hand samples (brought into the country by personnel)

1. Samples must be placed in ordinary luggage,
yellow industrial cartons and plastic packing boxes are strictly prohibited, as Vietnamese customs ports pose a very high risk of inspection and taxation on commercial cartons.
1. Carry invoices and packing lists in both Chinese and English, marked with "Sample Only."
2. If airport customs detains the goods, be sure to obtain an official temporary seizure receipt and hand it to the AEL agent for cargo release and customs clearance.
3. Weight thresholds: carry-on exhibits >100KG, wheeled machines >500KG, mandatory use of AEL forklift for loading and unloading.
4. Loading and unloading rates (plus 10% Vietnamese VAT): palletized with forklift holes 42 USD/cubic meter; bare machine without packaging 27 USD/cubic meter.

3) Entry red-line prohibitions

1. Cash sales of exhibits on-site without customs clearance and private on-site purchase are strictly prohibited; violators will be treated as smuggling and fined 1-3 times the duty-paid value.
2. Promotional materials, videos, posters
The nine-dash line and maps with territorial disputes are prohibited. If found, materials will be confiscated directly, exhibition qualification will be revoked, and fines will be imposed.

8.2 Three disposal options for exhibits after the exhibition (departure/domestic sale/on-site sale)

Option A: Re-export out of the country (recommended, complete 2700 verification, no customs duties)

  • After the exhibition, exhibits must be re-exported within the time limit specified by Vietnamese customs regulations and complete temporary import verification.
  • Entrust AEL to handle re-export customs declaration and retain all original import documentation in full.
  • Failure to re-export within the time limit will result in customs penalties and suspension of the enterprise's future temporary import qualification for exhibitions.

Option B: Convert exhibits for domestic sale in Vietnam (temporary import to formal import)

  • Legal basis: Vietnam Decree 69/2018/ND-CP, from the closing date
The regulatory code must be converted from 2700 to 0110 for formal import customs clearance within 60 days; beyond this period, it cannot be processed.
  • Tax composition: Based on CIF appraised value, applicable customs duties plus 10% import VAT will be levied.
  • Additional costs: document change regulatory fee 500,000-1,200,000 VND/order; AEL customs declaration service fee 150-300 USD/batch; overdue bonded warehouse storage fee 15 USD/CBM/day.
  • Second-hand equipment threshold: service life ≤10 years, a third-party energy efficiency and environmental protection test report is required (8-15 million VND/unit), sales are prohibited without the report.

Option C: On-site sales of exhibits

8.3 Customs Clearance Risk Reminder

1. Use Vietnam's local HS codes for declaration to avoid cargo detention and fines caused by classification errors;
2. Prepare MSDS reports in advance for chemical, shoe material, and adhesive products;
3. Under-declaring cargo value is prohibited; Vietnam Customs supports post-event retrospective audits and accountability;
4. Keep all customs clearance documents for at least 5 years for future reference.

IX. National Guide to Overseas Exhibition Subsidies for Various Regions (Yue Mao Global/Zhe Mao Tong/Su Mao Tong, etc.)

Subsidy description: Relying on central foreign trade and economic development special funds + provincial and municipal matching funds, VTG+VFM are key overseas exhibitions under RCEP and are eligible for subsidies; the subsidy core covers booth fees, while construction, logistics, and travel expenses are not supported in most regions. The final decision is subject to the official documents of the Municipal Bureau of Commerce for that year.

9.1 Guangdong Province | Yue Mao Global (formerly Yue Mao Tong)

Applicable entities: Foreign trade enterprises registered in Guangdong, with import/export performance within 1 year, and no records of dishonesty or violations (Shenzhen has independent policies).
Subsidy standard: Maximum subsidy of 80% for a standard 9㎡ booth fee, with a cap of 30,000 RMB per booth; maximum of 2 booths per exhibition, and enterprises are limited to applying for 5 exhibitions per year. Cities such as Guangzhou, Dongguan, and Foshan offer additional municipal-level overlapping subsidies.

9.2 Zhejiang Province (Key: Wenzhou) | Exclusive Exhibition Subsidies for the Footwear, Apparel, and Shoe Machinery Industry

Core applicable entities: Foreign trade and manufacturing enterprises registered locally in Wenzhou in the footwear, apparel, textile, shoe machinery, and light industry new materials sectors. Vietnam is a key RCEP-supported market, and this VTG+VFM Vietnam dual exhibition has been included in Wenzhou's catalog of key overseas exhibitions supported by the city, serving as a core beneficial project for the overseas expansion of Wenzhou's pillar industries.
Wenzhou Municipal Special Subsidy (Highest Tier): For key overseas professional exhibitions along the RCEP and Belt and Road routes, Wenzhou offers a booth fee subsidy ratio of up to 80%, far exceeding the general standards of other cities in the province; the subsidy cap for a single enterprise per exhibition is extremely high, with a maximum subsidy of 3 million RMB for a single key exhibition, leading the province in support intensity.
Industrial tilt advantage: Wenzhou focuses on footwear and apparel, shoemaking machinery, textile accessories, and light industry manufacturing, which highly aligns with the VFM shoe machinery and shoe materials exhibition and the VTG textile and apparel exhibition. The industry match is high, and the application approval rate is extremely high; the association-led group exhibition and enterprise group overseas expansion model can receive priority approval and priority subsidy payment.
Provincial-level stacking guarantee: Wenzhou enterprises can simultaneously enjoy the RCEP exhibition universal policy of Zhejiang Province. The maximum subsidy for booth fees of regular key exhibitions is 70%, and the 80% high-ratio subsidy at the Wenzhou municipal level can be stacked with provincial policy dividends, further reducing the cost for enterprises to participate in exhibitions and expand orders.
Supporting support: Wenzhou regularly carries out the special action of "Hundreds of Groups and Thousands of Enterprises Going Global." 9.3 Jiangsu Province | Sumaotong (Jiangsu Premium Products Global)

Only booth fees for exhibitions within the official subsidy catalog are eligible. The maximum subsidy per enterprise per exhibition is for an 18㎡ booth fee, distributed according to the officially approved ratio and square meter limit.

9.4 Fujian Province (Key: Quanzhou, Jinjiang) | Exclusive exhibition subsidies for the footwear, apparel, and textile industry

Core applicable entities: Priority coverage is given to manufacturing and foreign trade enterprises registered locally in Quanzhou and Jinjiang in the footwear and apparel, textile, shoe machinery, and new materials industry chains. They are the key support targets for the local pillar industry going global. Vietnam RCEP professional exhibitions are the core support category, with policy support far exceeding that of other cities in the province.
Jinjiang Municipal Special Subsidy (Core Advantage): Jinjiang City has introduced exclusive overseas exhibition support policies for the footwear, apparel, and textile advantageous industries, with a focus on supporting professional exhibitions in core RCEP markets such as Southeast Asia and Vietnam. The booth fee subsidy ratio is higher than the provincial general standard, with priority additional subsidies for enterprises participating in groups and association-organized group exhibitions. In addition, for overseas professional exhibitions, supporting subsidies for some special booth decoration and cross-border logistics assistance are available, making it one of the few full-chain support policies in the country, greatly reducing the costs for local enterprises to go overseas for customer acquisition and channel expansion.
Quanzhou City Overlay Policy: Quanzhou municipal foreign trade support funds provide overlay support for enterprises in Jinjiang industrial clusters participating in exhibitions. For professional exhibitions on Vietnamese footwear, apparel, textiles, and shoe machinery, priority is given to inclusion in the key exhibition catalog. Small and medium-sized enterprises can enjoy the highest tier of subsidy ratio without complex application thresholds, and enterprises participating in groups have a higher approval rate for applications.
Provincial inclusive support: Enterprises in Quanzhou and Jinjiang can simultaneously enjoy Fujian Province's RCEP exhibition inclusive policy, with booth fees subsidized up to 70%, and an annual cap of 40,000–50,000 RMB per standard booth. Provincial and municipal subsidies can be claimed cumulatively to maximize support.

9.5 Policy References for Other Provinces and Cities

1. Shandong (Lumao Global): Special subsidies for booth fees at Belt and Road/RCEP exhibitions, with priority for SMEs;

9.7 Key Reminders for Application

Before the exhibition, confirm whether the exhibition is included in the local subsidy catalog; applications are processed in the first and second half of the year, so collect materials promptly after the exhibition; most regions do not subsidize booth construction, logistics, or accommodation costs, and policies are adjusted annually.

10. Booth Setup and Dismantling Guide (Including Booth Configuration and Construction Technical Specifications)

Overtime Construction Fees: Staying on-site or conducting construction outside exhibition hours requires prior application to the exhibition center. Overtime surcharge standard: 3,000,000 VND /9㎡/hour.
The exhibition booths for this event are mainly divided into two categories: standard booths and raw space booths. All booth decoration, equipment display, and electromechanical construction must strictly comply with the SECC (Saigon Exhibition and Convention Center) venue technical specifications and safety red-line regulations. Violations will be subject to rectification, fines, or penalties including being prohibited from entering the venue for construction.

10.1 Booth Types and Standard Configurations

1) Standard Booth (Shell Scheme)

Minimum rental of 9 sqm. The exhibition hall uniformly provides basic supporting facilities. All facilities belong to the exhibition hall, and exhibitors may only use them in compliance with regulations.
Basic standard configuration list: three-sided standard partition walls, corporate signage fascia board, floor carpet, inquiry desk, round table, folding chairs, overhead spotlights, trash bin, 5Amp/220V single-phase power outlet.
Core usage regulations: The power outlet has a rated limit of 600W. Connecting high-power equipment, electric kettles, or other prohibited appliances is strictly forbidden. It is strictly prohibited to attach strong adhesives, drill holes, or graffiti on wall panels. If residual adhesive, scratches, or damage are found on wall panels after the exhibition, compensation must be paid at the standard rate of 300,000 VND per panel.
Industry-specific supporting facilities: Exhibitors of fabrics, materials, dyes, and chemical auxiliary products can be allocated an additional 2 shelves or hanging rods per standard 9 sqm booth for sample display.

2) Raw Space Booth

Minimum rental of 36 sqm. The venue does not provide any basic partitions, furniture, electricity, carpeting, or other supporting facilities. This is a pure open space booth. All decoration, equipment, electrical setup, and display props are the sole responsibility of the exhibitor. Furthermore, it is mandatory to hire a decorator who has passed the SECC official qualification review for special booth design and construction. Teams without qualifications are strictly prohibited from entering the site for construction.

10.2 Special Decoration Construction Safety Regulations and Fee Standards

All raw space special decoration booths must be reported and reviewed in advance. Booths that have not completed approval, payment, and filing are strictly prohibited from entering the site for construction.
Review Timeline: Special decoration drawings and construction plans must be submitted to the SECC exhibition hall for review and filing 20 days in advance.
Official Mandatory Fees: Construction management fee 135,000 VND/m², construction permit fee 125,000 VND/person, special decoration construction deposit 1,100,000 VND/m² (refundable per procedure if the booth is dismantled compliantly and there is no venue damage).
Mandatory Personnel Safety Requirements: Throughout the move-in and move-out process, all construction and setup personnel entering the hall must wear safety helmets, reflective vests, and specialized safety shoes at all times. Those not dressed as required are prohibited from entering the hall for work.
Construction Red Line Prohibitions: It is strictly forbidden to manually sand wood or plasterboard directly with sandpaper; professional sanding equipment with dust collection function must be used. It is strictly forbidden to nail, drill, or chisel into the building structure such as walls, floors, beams, and columns of the exhibition hall, damaging the venue structure.

10.3 Exhibition Hall Height Limit and Load-Bearing Regulations (Key Control in Hall B)

SECC B馆设有地下室,结构承重、层高管控严格,为本次机械、设备类展商重点合规板块,大型设备展商必须严格遵守以下标准。

1)搭建限高标准

1. 展馆常规区域特装搭建限高:4.5米
2. Height limit within 1 meter inside the main gate: 3.5 meters
3. Height limit within 1 meter inside the cargo gate: 3 meters
4. Height limit in the front lobby area: 3.5 meters

2) Floor load-bearing restrictions

1. Dynamic load-bearing limit for ground vehicles: 1 ton/m²
2. Static load-bearing limit for equipment: 3 tons/m²
3. Total weight of a single piece of exhibited equipment must not exceed 5 tons
Important requirement: All exhibitors of large machinery and equipment must submit the 'Form S Machine Exhibit Survey Form' on time and undergo SECC venue structural safety review. Only after approval can equipment be hoisted and placed.

10.4 工业动力与空压机、地坪防护管制

1) Air compressor and air source control

Based on fire safety, explosion protection, and venue equipment protection regulations, exhibitors are strictly prohibited from bringing industrial air compressors into the venue to operate equipment. If pneumatic power is required, the official SECC compressed air supply must be rented uniformly. The official standard air hose quick-connect coupling specification: inner diameter 7mm, outer diameter 8mm. Exhibitors may bring their own compatible adapter fittings as needed.

2) Floor Protection Regulations

All electromechanical equipment, machinery booth bases, and machine feet are strictly prohibited from directly contacting the venue's epoxy floor. Equipment placement must be layered sequentially: nylon protective film + carpet + wooden board/rubber vibration-damping pad, with multi-layer protection to prevent scratches and pressure damage to the floor. Violators will incur floor repair fines.

3) Industrial Electricity Regulations

The venue's industrial electricity strictly enforces the safety standard of one machine per socket. Daisy-chaining, unauthorized wiring, and series connections are prohibited. Exhibitors must bring their own blue/red industrial connectors of the appropriate specifications based on equipment power to match the venue's power interfaces.

10.5 Move-in and Move-out Schedule

  1. Custom-built booth move-in: October 11, 12:00-17:00, and October 12, 09:00-17:00. Large and heavy equipment must be fully moved in and positioned before October 12.
  2. Standard booth move-in: October 13, 09:00-19:00. Exhibitors enter to check materials, arrange samples, and debug equipment.
  3. Official exhibition (Oct 14-Oct 16): Exhibitors enter at 08:00 on the first day for booth setup, and at 08:30 on other days; daily hall closing at 17:30; visitor viewing hours 09:00-17:00.
  4. Final Exhibition Day (Oct 17): Visitor viewing from 09:00-15:00, exhibition officially closes at 15:00, full-scale dismantling begins immediately.
  5. Dismantling and site clearance: Oct 17, 15:00-20:00 complete packing and removal of small samples and materials; Oct 18, 09:00-10:00 complete booth dismantling, full-site cleaning, and facility inspection.
Construction red-line summary: Special booth drawings must be submitted to SECC for review and filing 20 days in advance; all personnel must wear compliant protective equipment during setup and dismantling; strictly prohibited: damaging venue structures, illegal polishing, unauthorized connection of high-power equipment. All construction, display, electrical, and gas work must strictly follow venue technical specifications.
